The deal covers Nvidia's H20 and AMD's MI308 chips, previously restricted under Trump-era policies.
Market reaction was muted but positive, with Nvidia shares rising 0.31% intraday and AMD gaining 2.3% since Monday open. The arrangement has drawn sharp criticism from policy experts questioning its strategic coherence. "Either these sales pose national security risks or they don't," said Geoff Gertz of the Center for New American Security. "This halfway approach makes neither economic nor strategic sense."
